South Africa's communications regulator, ICASA, has refused permission for satellite television network TopTV to broadcast three sexually explicit channels, TopTV said on Friday.
The Independent Communications Authority of South Africa (ICASA) said it would provide reasons later for its decision not to allow the broadcasting of the channels Playboy Europe, Private Spice and Adult XXX.
“We advise that the Council of the Authority ... decided, after careful consideration, to refuse On Digital Media (Pty) Ltd's application for the authorisation of (the proposed) video channels,” ICASA said in a letter to TopTV seen by Reuters.
Pornographic material, including videos and magazines, is legal but regulators have blocked bids for sexually explicit channels on cable TV networks.
Last year, the DSTV broadcaster owned by Naspers, was forced to cancel its adults-only channel application in the face of consumer outrage and disapproval by senior government officials.
TopTV is owned by On Digital Media. Among its shareholders is Luxembourg-based telecoms operator SES Astra.
TopTV said IT would not comment on the regulator's decision until it had time to study ICASA's reasons. - Reuters

Those that think this is unconstitutional evidently don't know their constitution. Moreover this has nothing to do with religion, but with protecting our kids, since most adults aren't responsible enough anymore, while women are being exploited all the time in South Africa. It is seriously time that men begin to take a stand against this.

Well finally sanity prevails. In a country where we have one of the highest rape statistics, even babies are raped, this week a Gr 2 pupil was raped by a Gr 3 pupil and so the list goes on. But they still want a porn channel to instill more of this behaviour???. Even when the high school girl was kidnapped and raped last year (Louise de Waal), guess what they found in the perpetrators house - yes come on SA guess what - MORE PORN!!!! For goodness sake open your eyes and see what it does to people - pathetic.

We got screwed again, what happened to freedom to wach anything you want, if somebody doesn't like it, tough *&^%, you should have the option to watch if you like. Don't know what the big deal is, if children want to watch porn they will find a way. How will the people that's so against this plan feel if somebody wants to ban something they like. Absolutely pathetic. I wouldn't purchase something like this offering that is purely for porn, but it is outrageous that this can be prevented. It would be separate from the standard offering which means those with children wouldnt be able to access the material unless they themselves bought the decoder and subscribed... and the same goes for the religious folk. I find it disgusting and disrespectful that narrow minded views are being forced upon a wide variety of people with an equally wide variety of tastes. What happened to freedom of speech and the right to choose for yourself? ICASA, you have proven yourselves to be spineless twats!

here we go again, the religious zealots imposing their will upon people. i hope Top TV takes this right up to the constitutional court. i don't watch porn myself, but i'll be damned if anyone tells me i can't watch it if i wanted to. religions need to realise that they share this country with people who don't necessarily believe in the same things, and we can't impose our moralities on everyone else. if you don't like porn, don't subscribe to it. its that simple! but like zealots everywhere, its not enough for them to follow their own beliefs, they're only happy when they impose their beliefs on everyone else as well.

Great! TopTv has lost the plot. When they launched their product, they claimed they are based on Christian principles. I think they are desparate to compete against innovative DSTV by attempting to launch porn channels to attract viewers. They promised HD and sports channels but have failed to deliver.
