Many people in the Western Cape are scrimping and scraping to conserve water.
Go to the V&A Waterfront, however, to a lady's toilet and there will be a queue of at least six women all day and half the night and every one of them will flush the loo.
Imagine in how many other public toilets this happens.
The council should employ monitors in each public toilet who are responsible for flushing loos when necessary or by special request of user.
I know that sounds like the most awful job but won't we all have the problem when the water runs out?
