The City of Cape Town says it will continue to enforce a by-law prohibiting ball playing and other activities on the Sea Point promenade grass area.

Councillor JP Smith and Metro Police officers came in for severe criticism this week after police interrupted a ball game at the weekend, threatening players with a fine if they did not adhere to the by-law prohibiting ball games on the promenade.

But Smith told the Cape Argus yesterday that the same groups of people played soccer on the promenade week after week, ignoring signboards prohibiting games and, adding insult to injury, wearing spiked shoes.

"Two months ago we started warning and politely speaking and explaining, appealing to people's intelligence and common sense of community spirit." But as with other laws of the country, people felt it was "okay to negotiate whether they would comply", Smith said.

While he felt "totally stupid" having to get law enforcement officers to enforce by-laws pertaining to ball games, public assets worth hundreds of thousands of rands were at stake.

Anyone with a little bit of common sense will understand that you can not allow ball games in a public place for obvious reasons. No debate ot by laws should even be required.

the city does not provide any public spaces for football, it fails dismally by comparison to international cities like london, paris, new york, buenos aires and many others. its no wonder our football teams perform so terribly on the international stage. how could football ever imporve if amateurs, kids, teenagers and all other lovers of the game cannot have a kick around in a public open space like sea point promenade.

Safa i hope you reading this and putting pressure on the council to withdraw this obsurd issue from the discussion table. this would never be raised against cricket or rugby and its no wonder that in these sports we are world class. SA stop treating soccer like the orphan child and give it the suppport it deserves. we have more raw talent than most nations and we can be world class one day.

Every night for years there soccer games have been played there, adding to the great ambiance of the Promenade at sunset. Apart from the havoc created by the Cape Town Marathon, it is the City Council's slap dash maintenance work done along the strip in front of the SABC. They have been digging up trenches to lay new cables and simply didn't return in time to lay new grass. Now it is summer and very hard to regrow grass on public places. It can be done but with proper boundaries set up etc. Don't blame the soccer players JP; they simply use the lawns for what it is intended for.

Why do people like you bring an ANC even where it is irrelevant? You are implying that anyone who is not a DA supporter, nor supports by-laws from a DA run Municipality, is an ANC cadre. Really now!!!

You are in serious need of therapy to get rid of your ANC hatred.

Before you label me an ANC cadre; I agree with the enforcement of the by-law by the CT Municipality. You do not need to agree with a by-law or law to abide by it.

Nothing stupid about By-Laws, they are the building blocks of our civilized society and upheld for our protection. Ignore small problems and they will lead to larger problems, like loitering and selling of illicit substances etc. Time to reverse the decay that has affected our society. Obeying and respecting the law must happen even if it means enforcment with stiff fines or a night in Jail.
