My simple comment is that the Manager failed in his duties. its the manager's duty to create a workplace where the employees will enjoy to work. The manager should have identified this person bad behaviour towards the rest of the employees and should have taken the appropriate action. re-occurence of the same behaviour should result in dismissal.
