Only 13 percent of Administrative Adjudication of Road Traffic Offences fines issued since 2008 have been collected, Beeld reported on Wednesday.

In a written reply to a parliamentary question, transport minister Dipuo Peters said about 3.8 million notices had been sent out in 2013/13 but only 371 626 had been collected and paid.
