The Eastern Cape education department will save R90.9 million after 101 000 ghost pupils were uncovered in a school audit, the Dispatch Online reported on Monday.

Department superintendent-general Modidima Mannya said the number could grow, with two of the province's five quintiles yet to be audited.

According to the audit, 2 020 158 pupils were enrolled in ordinary public schools, costing the state R900 a year per pupil.

Mannya said the audit was a breakthrough, with 83 percent of schools in the province not paying fees, which placed budgetary pressure on the department. He said 128 school had been identified where funds would be re-allocated next year.

The Sterkspruit district seemed to have the highest number of culprits, with 139 schools inflating pupil numbers. The Dutywa district was second with 91, followed by the Ngcobo district with 63, reported the Dispatch Online. - Sapa

In 20052006 we gave "live" demonstrations to National and EC Provincial Education Departments on Learner tracking using Biometric systems. Although impressed by the technology these departments refused to implement a pilot in the EC which was to be done free of charge. They have known about it for a long time, but with high turn over of SG's and CFO's and SCM Chief Directors there can be no progress. There is no other way that true identities of teachers, learners and officials can be corroborated. As long as there is no technology, the problems of ghost learners and teachers will never go away. Home affairs is slowly latching on, Capitec bank use it successfully in their branches to combat identity fraud, and it works well. Government over the last few years has tried cheap products in some of the prisons and some offices and found them problematic, and now claim that biometric does not work properly. You get what you pay for!. As for trying to arrange a meeting with Manya, forget it. Many many service providers have stopped trying to do business with EC Education, cos they just do not have the vision or will to find the right solutions to their problems. They just report their findings as in this article. However the caterers do good business in the Province, wonder why? Maybe after you lose another R90 million.

This breaks my heart and Im sure many others! I am a single mom and have a 16 year old son who I have been fighting to get a education. I have tried every option, begged pleaded to try get him into school and he still is not. He is so young and is ending up with no education because all schools were full and because he was in hospital I was a day late with his application. My heart aches knowing he has lost out on 2 years now and feels like he does not belong and has been let down. :'(

What about the schools who enroll children who then drop out. Do they report that the children are no longer at the school or do they just continue to accept the subsidies for these children?

At last some truth is out about what is happening in my province and district office of Dutywa. I wonder how Gatyana was left out as i believe there ARE PLENTY OF GHOST LEARNERS THERE.

Well that amounts to fraud and theft of state funds. Why is there no report about arrests being made for this crime? It seems corruption is so entrenched in South African society that this seems a normal daily activity to commit crime

Sow the wind,reap the whirlwind! The anc with corrupt practices and cadre deployment has made fraud almost respectable, witness the number of high ranking officials implecated in corrupt activities, very few suitable punished, most rapped over the knuckles and told not to get caught next time, witness the Protection of state secrets bill being rammed through Parliament to prevent perpetrators being identified!
