A total of 21 people were arrested early on Friday after a violent protest in Musina, Limpopo police said.
They would be charged with public violence and malicious damage to property, Lieutenant-Colonel Ronel Otto said.
Residents began protesting on Wednesday, demanding the resignation of the mayor and his council. Two police vehicles were set alight and several others damaged.
