The State Capacity Research Project, an interdisciplinary, inter-university research partnership aiming to contribute to the public debate about "state capture," has released a report on a major study on South Africa's emerging shadow state.
* The State Capacity Research Group comprises the Public Affairs Research Institute (PARI) at the University of the Witwatersrand, the Centre for Complex Systems in Transition (CST) at Stellenbosch University, the Development Policy Research Unit (DPRU) at the University of Cape Town and the SARChI Chair in African Diplomacy and Foreign Policy at the University of Johannesburg.
