Johannesburg - Under-performing municipalities will be put under administration, Co-operative Governance Minister Richard Baloyi warned on Tuesday.

“First we have to understand why the municipality is not performing. We then provide support. In a situation when this municipality is not (performing)… you put it under administration,” he said.

Baloyi was speaking at a breakfast meeting in Fourways north of Johannesburg.

He said Section 139 (1) (b) of the Constitution made provision for municipalities to be placed under administration if they cannot fulfil an executive obligation in terms of the Constitution.

He said municipalities must be able to provide services to communities.

“For service delivery to happen there must be good governance, sound financial management. We need to make sure that infrastructure development is in place, and fight corruption.” - Sapa
