Parliament - The National Assembly failed to pass the Division of Revenue Bill on Thursday because it lacked the required quorum of 201 members.
Deputy Speaker Lechesa Tsenoli announced the result of the vote on the bill as 183 in favour and six against, then informed MPs that the legislation would have to stand over.
This prompted Human Settlements Minister Lindiwe Sisulu to accuse Democratic Alliance MP Dianne Kohler Barnard of deliberately not voting. Kohler Barnard retorted: “Of course I voted.”
The debate on the bill saw Deputy Finance Minister Mcebisi Jonas pledge that Treasury would, while maintaining its counter cyclical approach, remain mindful of containing the state's debt.
“Government spending ceilings will remain very firm in the coming period... we will not allow any breaches.”
