Johannesburg - Corruption is based on a monopoly of discretion without accountability, Democratic Alliance leader Helen Zille said on Friday.
“So if you let sunshine in, and let everybody see what processes are there, you are less likely to get corruption,” she said, speaking at the unveiling of the party's Gauteng ministerial handbook, in Rosebank, Johannesburg.
Zille said the DA-run Western Cape had opened up its tender processes to public scrutiny, including the hiring of consultants.
“People can observe adjudication process on the website of the Western Cape province.”
Speaking at the event, DA Gauteng premier candidate Mmusi Maimane said Gauteng had seen immense abuse of state resources under premier Nomvula Mokonyane,
“During premier Mokonyane's term of office we have seen abuse driven from the very top of this administration.”
He said R1.2 million had been spent on new furniture for the premier's official residence.
The new handbook would cut costs.
“The handbook would slash the allowed cost of official vehicles, from 70 percent to 40 percent of a member's salary.”
It would also limit flights less than eight-hours long to economy class for all.
Further, it would limit all car rentals to D-class vehicles, said Maimane.
