Actress and UN goodwill ambassador Angelina Jolie was in Baghdad on Thursday to highlight the plight of Iraqi refugees.
She said there needs to be a more coherent plan as the more than two million internally displaced Iraqis trickle back to their homes amid a lull in violence.
"There's lots of goodwill and lots of discussion, but there seems to be just a lot of talk at the moment," she said in an interview on CNN.
