COP17: Alarm bells are ringing now


Durban - New research and findings are “sounding alarm bells” for urgent action to halt global warming, the United Nations’ top official on climate change, Christiana Figueres, told journalists on Sunday.

Speaking at a curtain-raiser media briefing in Durban, a day ahead of the official opening of the COP17 conference, she said there were two very important backdrops to the next fortnight’s negotiations.

“The first has to do with a growing momentum for action… and the other is the new research and the findings that are sounding alarm bells for urgent action.”

Figueres, the executive secretary of the UN Framework Convention on Climate Change (UNFCCC), said recent findings all warned of rising danger levels.

These included reports by the World Meteorological Organisation (WMO), the Intergovernmental Panel on Climate Change (IPCC), the International Energy Agency (IEA) and the United Nations Environment Programme (UNEP).

“The World Meteorological Organisation has put out a report that the atmosphere has reached record levels of greenhouse gases.

“The IPCC just adopted its report on extreme weather events, and it has concluded that hot days are becoming hotter and will occur more often,” she said.

On the Kyoto Protocol, Figueres - responding to a question - said governments had come to COP17 “fully aware” of the importance of this treaty and the expiry of its current commitment period at the end of next year.

“I believe that there will be very serious effort here in Durban to move into a second commitment period,” she said.

It was a “tall order” for governments to face this issue, carried over from last year’s Cancun negotiations (COP16) and from Copenhagen the year before.

Finding a solution to climate change required “nothing short of the most compelling energy, industrial and behavioural revolution that humanity has ever seen”.

Asked whether she thought the Durban conference could defer a decision on a second commitment period for the Kyoto Protocol, Figueres replied: “In principle they could do that, but I don’t see any interest in doing that.”

Many observers believe COP17 is unlikely to agree on a second commitment period, and say that in this regard laying a foundation for it to happen is the likely outcome. Some say this could take up to 2020.

Scientists warn that any delay would make restricting warming to an average global increase of two degrees Celsius, or less, extremely difficult if not impossible. Anything higher than two degrees is likely to cause extreme changes to the world's weather patterns.

A recent assessment by UNEP, titled “Bridging the Emissions Gap”, warns that pledges by countries to reduce greenhouse gas emissions fall way short of what was required.

South Africa’s environment minister, Edna Molewa, warned last week that a “low level” of ambition among countries to reduce their emissions could see world temperatures soaring.

Amazing all these christian doomsdayers. They believe in the biggest conspiracy of all and cant see whats in front of their faces. Quite amusing I must admit. The stock markets dont crash because of some christian belief and global warming is as big a scam. People should read things other than newspapers owned by billionaires who control markets and want global taxes.

95% OF ALL greenhouse gases is made up of water vapour.CO2 ONLY MAKES UP 2% of all greenhouse gases. Living in coastal areas has higher water vapour in the air hence less drop in temperature at night.Please stop boiling water for coffee tea or for what ever else you need to boil water for to help combat global warming.

And for your info, Climategate was "thoroughly" investigated INTERNALLY and cleared, if you believe that as being sufficient, I have a car I want to sell you. You probably also believe that the new Protection of Information Act will only be used for good.

Climategate was thoroughly investigated and the scientist were found not guilty of any manipulation of data. There is a LOT of money being made in the fossil fuel industry and just like the days when research found smoking causes cancer there was push back. Aha new research that finds cigarette smoking is good for you. Doctors telling patients that smoking is not harmful. Same thing is happening with climate change only there is much more money and the greater the push back Scientists are financed to find different outcomes. 98% of the world's scientists agree climate change is real and it is being caused by C02. Now if you go to one doctor and he tells you you have cancer and immediate action is needed and you go to 8 more doctors who say the same thing but the 9th one says no problem. Whose advice are you going to take. this is a good website by a science correspondent who does a thorough job of explaining climate gate and many other issues with climate change if you care enough to learn the facts.

@failure to understand science - I am a degreed Mechanical Engineer mate, I have a very good grasp of science ;) You read way more into what I said than what is there. I never denied global warming is occuring, the earth has gone through many global warmingcooling cycles (i.e. Ice Age etc.). What I do not agree with is the assumption that it is caused by man and industry. Quick question since you are so science savvy: where does the carbon come from that we emit through the use of coal and oil? As a "fossil fuel" it comes from "fossils" right? Which a few million years ago where actual plants, yes? Where do you think did the plants back then absorbed the carbon from? Could it be... the atmosphere??? GASP, so the carbon that we emit, has been in the atmosphere before getting absorbed and stored as fossilized deposits? And everything didn't DIE when all this carbon was in the atmosphere??? Go look at resources detailing carbon content in the atmosphere and you will find periods in the past where the concentration was up to 18 times higher than it is now and life teemed, and that my friend, is a scientific fact ;) And by the way, there is no such thing as scientific consensus, either it is proven scientifically, or it's not, which is where we are at the moment on whether man causes global warming. There is still so much I want to say, such as how people like me are branded "denialists" by people like you just because we are looking for REPEATABLE scientific proof of the cause of global warming. Parting shot, you know water vapour, right? If you know anything about thermodynamics, water vapour is a much better "absorber" of heat than any of the so called global warming gases. Good luck in controlling that...

Do we all have a can attitude and a willing to change? Are we empowered? 1- The need for gearing faster and better can come with Public opinion to make pressure on leaders. (particularly during electoral processes). Thus, having strong democratic systems. 2- Choosing those that offer most engaged in green societies. but, also participating daily in actions (lobbying). There are also, these evidence based policies to enforce. 3- Madness of crowds (thinking that we could make it tomorrow and delaying measures to change attitude, behavior patterns, using old tools to solve new issues, willing and not able, able and not willing....how to change. (Role of training, education, changing program, making teachers autonome) 4- It is a great experience to be in the protocoles for the good of the planet. We should be all on your side because you are are hears and eyes.

South Africa was just listed as the 5th country who will receive funds from the UN climate change adapation fund, which dished out $50 million in disbursements for the first 6 months of 2011 to companies, agencies and NGOs in four countries to help their society adapt their settlements and landscapes to adapt to climate change. So I'm not really concerned about how much COP is supposedly costing the SA taxpayer. Our people will benefit from this at the coalface - not money filtered through government. Leveraging this sort of funding is impossible without "talkshops" like COP, and also impossible without the governments of the developing world organising themselves to leverage it.

Cobus, you don't seem to understand science - by its very nature it is a process of interogation, so all scientists will never agree when it comes to the details. Because there isn't consensus on the rate of change does not mean that there is no change. But denialists throughout the centuries have always misused the natural disagreement in scientific discourse to their own advantage - much the same as yourself. The world is still flat too.

How long will they keep spouting these falsehoods? The IPCC lacks any credibility after Climategate, fixing data to hide the decline? "Scientists warn that any delay would make restricting warming to an average global increase of two degrees Celsius, or less, extremely difficult if not impossible." <- and the media aiding and abetting I see, how about saying "Global warming scientists warn..." instead of making it seem like all scientists agree which they most definitely do not?

While I tend to agree with Anonymous 12:21, the disciples considered themselves to be living "in the last days". How should Christians "prepare". You are either ready, or not. Global warming is not the only issue. A financial crisis will occurr more regularly and the Mark will soon become mandatory. Natural disasters will increase. Exciting times we live in.

There should be no need for separate accounts for water and electricity as if one can afford to choose, which utility not to be cut off from. There should also be no sewerage charge added to utility bills as this should be covered by the property rates and taxes. The higher the density the less expensive the service will be. Traditionally cities exist (amazing!) for protecting people who are not farmers by nature. I do not believe that democracy in RSA is hell-bent on reverting to an agrarian, subsistence or pre-industrial revolution society and climate change protagonists (who would usher this antiquated system back in) are definitely in the minority.
