Queensland skipper James Horwill was cited to appear before a Sanzar judicial hearing after claiming the Reds were the victims of “a stupid refereeing decision” in their Super Rugby loss to Melbourne.

The governing body said it had completed an initial investigation into Horwill's post-match interview following last weekend's 30-27 defeat.

The matter was referred to a teleconference hearing on Tuesday.

“In the end, once again we were robbed by a stupid refereeing decision,” Horwill said in the interview.

The former Wallabies' captain was angry after the video referee reversed a decision that led to Reds back-rower Ed O'Donoghue red carded for eye-gouging Rebels captain Scott Higginbotham in the 79th minute of the game.

Melbourne landed the subsequent penalty goal to win the game.
