In an attempt to end the dispute in the local government wage negotiations, a facilitator has proposed a three-year deal which will see workers get an increase of 7% for the first year.

For the second year and third years they will get inflation plus 1%. However if the CPI is below 5%, they will get 5%, and if it is above 10%, they will get 10%.

The new numbers are contained in a proposal by a facilitator seen by Independent Media.

The parties deadlocked after labour refused to move from its 10% demand and the SA Local Government Association from its 5.9% offer.

The proposal was drawn up on Monday. Unions now have to consult their members on how to move forward.

Parties have been given until July 24 to seek their mandates.
