Filming in city street raises questions on law

THE City is investigating if by-laws were complied with by a film company that closed Church Street to shoot an advert.

Mayoral committee member for Tourism, Events and Marketing Garreth Bloor said action would be taken in the case of any transgressions.

Bloor said that in the case of a road closure or amplified sound, all residents or affected parties and businesses must be consulted, and correspondence must be forwarded to the City’s Events and Permit Office.

But the film company, refusing to identify itself, insists it followed all the procedures to obtain a permit to film in St George’s Mall.

“We spoke to Chris Atkins from Cape Town film office. After that, we were granted our permit on Thursday. There must have been a misunderstanding between the city officials and Cape Town films. We would never shoot and close a road without permission,” said a woman, who refused to give her name.

Bloor said permits were offered for filming activities on public land. “The shoot took place on private property and a film permit was, therefore, not required. The City approved a road closure for Church Street, to accommodate the film shoot.

“The City is investigating to ensure compliance with its by-laws, and action will be taken in the case of any transgressions.”
