The High Court in Johannesburg on Friday denied Czech fugitive Radovan Krejcir leave to appeal his rejected bail application, The Citizen Online reported.
Krejcir's first bail bid failed in the Palm Ridge Regional Court on December 13.
On Thursday, he appealed the decision in the High Court and was once again turned down.
His lawyers approached the same court again on Friday in a bid to get leave to appeal the decision, but were once again unsuccessful.
“I have also compared my judgment to the grounds of appeal and it is my view that there are no reasonable prospects that a different court might come to a different conclusion,” Judge Leonie Windell was quoted as saying on Friday.
In her finding on Thursday, Windell noted that Krejcir had previously fled countries to evade trial and out of fear that he would be killed.
There have been at least two assassination attempts on Krejcir since he arrived in South Africa.
Krejcir, Desai Luphondo, and two members of the Hawks, Warrant Officers Samuel Modise Maropeng and George Jeff Nthoroane, were arrested in November. They face charges of kidnapping, assault, and attempted murder.
In June they allegedly kidnapped and assaulted a man whose brother, known only as Doctor, disappeared with a 25kg shipment of tik he had been recruited to help smuggle through OR Tambo International Airport.
They allegedly kept the man at Krejcir's Money Point business in Bedfordview, Johannesburg, for four days, and assaulted him. - Sapa
