Cape Town - President Jacob Zuma has changed the composition of the government's Cabinet clusters and enlarged them to improve co-ordination and service delivery, his office said on Thursday.
He has grouped finance, economic development, land reform, agriculture, education and telecommunications, as well as the presidency, in the economic sectors, employment and infrastructure cluster.
By far the largest of the five clusters, it also includes trade and industry, human settlements, labour, tourism, transport and public works, water, energy and small business development.
It will be chaired by Rural Development and Land Reform Minister Gugile Nkwinti.
The police, prisons, courts, military and intelligence services will fall under the justice, crime prevention and security cluster. It will be chaired by Defence Minister Nosiviwe Mapisa-Nqakula.
The new social protection, community and human development cluster will be chaired by Minister of Social Development Bathabile Dlamini and will include co-operative governance, water, human settlements, labour, public works, rural development, social development, both higher and basic education, health, transport and arts and culture and sport.
Telecommunications and Postal Services Minister Siyabonga Cwele will chair the international co-operation, trade and security cluster which includes his department, defence, finance, international relations, tourism, trade and industry, state security and environmental affairs.
Home Affairs Minister Malusi Gigaba will head the governance and administration cluster, which includes co-operative governance, home affairs, justice, finance, public service and the planning portfolio in the presidency.
“The main objective is to ensure proper co-ordination of all government programmes at national and provincial levels,” the presidency said.
