A report by forensic investigating firm Gobodo into a R500 million broadband network roll-out contract for Cell C was incomplete and further investigations were under way, the Department of Communications said as it held a meeting with the board of the Universal Services and Access Agency of SA (Usaasa) yesterday. “There was agreement between the minister and the board that the report did not provide legal or other basis for definitive action. The matter has been referred for further investigations.” Business Times reported in October last year that Gobodo had found Cell C accountable for the Usaasa subsidy to roll out broadband in an Eastern Cape municipality. The deal was questioned by United Democratic Movement leader Bantu Holomisa, who argued there had been no competitive bidding process. The report allegedly accused former communications minister Dina Pule of abusing her post to influence appointments. Department spokesman Siya Qoza did not respond to enquiries.
