The families of the Ellis Park victims feel they have been let down again because the government released the Ngoepe report to the public first.

"Nobody spoke to us about the release of the report. That's how they operate," said Roy Nation, who lost his son Rosswin in the Ellis Park stadium stampede.

Alice Tigerls was also angry - she lost her Danny in the stampede.

Jacob Thabethe's granddaughter Thandi was killed on the day. Thabethe said he wasn't happy at the way the families have been treated by the soccer authorities.

He said he was concerned that the commission had not expressed an opinion on liability.
