Provincial government's own water waste ignored

I live in a provincial government Department of Human Settlements unit in Plumstead and we have an overflow pipe which has been running constantly for many months. 

I have contacted the department on numerous occasions only to be told that as we as a community are disputing new leases being forced on us nothing will be attended to until we sign these new leases. We have a legal team looking into this but meanwhile thousands of litres of water are being wasted.

I contacted the water department – five emails to date – 43 minutes on hold – only to be told that this is a housing issue – nothing they can do.

Is this for real? Level 5 restrictions and nobody cares about this appalling waste of water. I guess now it's social media – name and shame and whatever other outlets to make this known. 

Are only us “normal” people subject to fines? Is the government excluded from such trivia?
