The lowdown on Joburg’s budget

Johannesburg - City of Johannesburg announced a R47.1 billion operating and capital spending budget for 2014/15 on Tuesday.

The capital spending budget (CEB) over the next three years is R32bn *R10.4bn in the new financial year, according to member of the mayoral committee (MMC) for finance Geoffrey Makhubo.

The operating budget is R36.7bn.

The sustainable services cluster's 2014/15 operating budget (OB), which oversees and co-ordinates the bulk of the city's service delivery obligations, is allocated R22.6bn, which is over 60 percent of the city's overall operating budget.

Sustainable services cluster departments and their budget allocations, are:

* environment and infrastructure services OB R144 million and CEB R87m;

* housing R906.9m and R2.6bn;

* City Power R13.2bn and R7.3bn;

* Johannesburg Water R6.4bn and R4bn;

* Pikitup R1.8bn and R470m; and

* Johannesburg Social and Housing Company R135m and R2bn;

The human and social development cluster departments allocations are:

* community development OB R927.1m and CEB R307m;

* health R674.7m and R127m;

* social development R159.1m and R47m;

* Public safety R2.6bn and R453m;

* Johannesburg City Parks and Zoo: R732m and R368m; and

* Joburg City theatres R117m and R20m.

The economic growth cluster departments' allocations are:

* economic development R109.6m and R71m;

* transport R1.2bn and R3.2bn;

* development planning R275m and R1.5bn;

* Joburg Market R304m and R835m;

* Johannesburg Property Company R425m and R507m;

* Johannesburg Development Agency R79m and R612m;

* Metrobus R513m and R506m; and

* Johannesburg Roads Agency R814m and R5.6bn.

Allocations to the governance departments are:

* office of the executive mayor (which includes a number of functions) R1.2bn and R360m;

* group finance (operating budget only) R3.3bn;

* group corporate and shared services R834m and R1.6bn; and

* office of the speaker R281m and R103m.
