Johannesburg - President Jacob Zuma did not address all the problems facing South Africans in his Cabinet reshuffle on Tuesday, Inkatha Freedom Party youth brigade chairman Mkhuleko Hlengwa said.

“The IFP Youth Brigade believes that President Zuma did not go the whole nine yards in addressing the multiple problems confronting the majority of South Africans, who are struggling daily to make ends meet and sustain their livelihoods.

“The axing of Ms Dina Pule is welcomed, but the retention of Minister Angie Motshekga is at best regrettable and purely unfortunate,” he said in a statement.

Hlengwa said while ministerial appointments were a presidential prerogative, many more who should have been axed had survived, which made the reshuffle half-hearted.

He said Zuma had missed out an opportunity to be “genuinely decisive”.

“The Cabinet reshuffle is, of course, a direct admission by President Zuma that his government has been largely ineffective, inefficient and grossly incompetent,” said Hlengwa.

“It confirms that concerns about the slow pace of service delivery were not misplaced, nor were they mere ravings and rantings about sweet nothing. The concerns were totally justified.”

He said it now rested on South Africans to perform a “progressive reshuffle” during the 2014 elections, and to “rid our country of this incompetent and fast failing government in its entirety”.

The new ministers and deputy ministers are:

* Co-operative Governance and Traditional Affairs Minister Lechesa Tsenoli;

* Communications Minister Yunus Carrim;

* Human Settlements Minister Connie September;

* Energy Minister Ben Martins;

* Transport Minister Dipuo Peters;

* Justice and Constitutional Development Deputy Minister John Jeffery;

* Science and Technology Deputy Minister Michael Masutha;

* Co-operative Governance and Traditional Affairs Deputy Minister Andries Nel; and

* Rural Development and Land Reform Deputy Minister Pamela Tshwete. - Sapa
