Johannesburg - Business Leadership South Africa (BLSA) said on Thursday that it was pleased about the hydrid funding model proposed for e-tolling as announced by Deputy President Cyril Ramaphosa on Wednesday.

“BLSA is particularly pleased with a hybrid funding model that cements the user-pays-principle while incorporating a contribution from the fiscus, which will alleviate the strain on middle and working class South Africans during tough economic conditions.” BLSA said.

BLSA said it believed that the principle of funding infrastructure through a hybrid funding model incorporating fiscal facilitation was sensible, and signaled the importance of critical infrastructure.

“BLSA also welcomes the positive signal of Government’s responsiveness and compromise. BLSA has previously stated the threat to South Africa of an erosion of institutional credibility and respect for the rule of law. The Deputy President’s announcement is a positive step in the right direction.”

The statement followed the announcement of the e-toll dispensation by Ramaphosa who said the tariffs would be halved for most categories of vehicles in terms of a new tariff structure.

BLSA is an association of South Africa’s largest corporations and major multinational companies.
