Medical scheme members are the main losers in an ugly spat that is playing out between a large open scheme and a high-risk restricted scheme. The restricted scheme is ailing because it has thousands of high-claiming pensioners and is slashing its benefits. The open scheme, despite being obliged to admit anyone who applies, is refusing to take on members of the restricted scheme who want to switch, alleging it is the victim of a conspiracy.
