Twelve people were set to appear in the Caledon Magistrate's Court on Tuesday following a service delivery protest in Villiersdorp, Western Cape police said.
Captain Frederick van Wyk said the 12 faced charges of public violence and malicious damage to property.
About 800 people, largely from local township Goniwe Park, marched to the Theewaterskloof municipality offices on Monday to hand over a memorandum of demands.
They destroyed facilities along the way and refused to disperse. Police used water cannons and they retaliated by throwing stones and bricks.
Rubber bullets were fired at residents after a beer bottle was thrown. The crowd returned to the township and burned down the community hall.
According to municipal manager Stan Wallace on Monday, residents were unhappy that the municipality did not provide services to an informal settlement on a farm called Destiny.
He said the municipality could not legally provide the services because it did not own the land, but was in the process of trying to buy it.
Van Wyk told the SABC on Tuesday that it was quiet in Goniwe Park and police would maintain a strong presence there. - Sapa
