Johannesburg - The ANC will discuss the “strange phenomenon” of the propotional representation system which saw it end up with less percentages even though it won most wards in the local government elections.

This is according to ANC secretary general Gwede Mantashe, who said the party was not crying foul but would open table the issue for discussion.

Speaking in the sidelines of the ANC national executive committee meeting in Tshwane, Mantashe said the party ended up with a smaller percentage in some municipalities even though they won most wards.

Mantashe described this as a “strange phenomenon”.

“In a number of areas where we have a majority of wards, we ended up smaller overall.

“Like in PE we have over 60 percent of wards but you become 40 percent overall.

“We are not crying foul, but we are raising the disadvantages of the system of ensuring that you give space to the smaller parties,” said Mantashe.

The NEC is meeting over the next four days to analyse the ANC's performance in the elections, which saw it failed to get a majority in key metros.
