The Justice Minister conceded that government has no say on whether the Madonsela should classify her report into Nkandla.
Thuli Madonsela was being unreasonable when she released her provisional report into Nkandla, Justice Minister Jeff Radebe said.
A government legal team has gone to court to prevent the publication of Madonsela's report on Zuma's Nkandla homestead.
The state's security cluster welcomed a court order on its application to prevent the release of a preliminary report on Nkandla.
Police Minister Nathi Mthethwa said in court papers that President Jacob Zuma's safety will be compromised if the Public Protector releases her Nkandla report without state comment.
ANC secretary general Gwede Mantashe was unaware of the court action pending over the provisional report on President Jacob Zuma's Nkandla homestead.
Public Protector Thuli Mandonsela's plan to release her provisional report has been blocked by the postponement of a court application.
The state intends seeking a court order to prevent the Public Protector from releasing her Nkandla report, her office said.
Zuma has again denied any "prior knowledge, involvement or communication" about the Gupta Waterkloof scandal.
"I have no prior knowledge, involvement or communication relating to the landing of a private plane at AFB Waterkloof."
