Before being elected to the ANC's Western Cape chairperson on Thursday, Mcebisi Skwatsha claimed some ANC government officials led by former premier Ebrahim Rasool were responsible for the party's troubles in the province.

Skwatsha was formerly the provincial secretary.

Premier Lynne Brown was elected deputy chair and former ANC Youth League (ANCYL) member Songezo Mjongile treasurer.

Sipho Kroma, an MPL, is the provincial secretary, while ANC chief whip in the legislature Max Ozinsky has been re-elected deputy provincial secretary.

They and 20 other members of the ANC's provincial executive were elected unopposed.

The conference was marked by delays and renewed allegations that the run-up to the gathering was flawed.

In his secretary's report to the conference, Skwatsha claimed that factionalism in the party stemmed from a number of ANC members deployed as provincial government leaders who regarded their positions as personal fiefdoms.

He claimed they had marginalised ANC provincial leaders and contributed to strife in the party. The divisions had led to the DA taking control of the city in 2006, he said.

Rasool's alleged influence over a 2005 police raid on the city council's offices was among the factors Skwatsha claimed had contributed to the party's elected leadership being undermined.

"These members conducted a well-greased campaign to depict the ANC Western Cape leadership as Africanist, unstable, unscrupulous and divided," said Skwatsha.

"Conditions in our country cried (out) for peace and unity, but for several years we have lived through a period characterised by political assassination and attempted assassination between comrades. Most of this trauma played out in the full glare of the media," Skwatsha said in his report.

Among the other provincial executive members chosen on Thursday night were MECs Yusuf Gabru, Koleka Mqulwana, Pierre Uys, Garth Strachan, Zodwa Magwaza, at least two ANCYL members and two mayors.

Meanwhile, disillusioned members from all ANC regions in the province have submitted a memorandum to party secretary-general Gwede Mantashe alleging that branch annual meetings were manipulated, affecting the legitimacy of the conference.

"We are waiting for a response and will have a meeting on October 4 to report to members," said Dullah Omar region secretary Mbulelo Ncedana.

Strachan, as ANC provincial spokesperson, said the province had seen a copy of the memorandum, but would not respond.
