Auditor speaks in Mangaung case

A forensic auditor at KPMG on Wednesday continued to testify in the Bloemfontein High Court on a report on the financial dealings of business entities linked to former Mangaung mayor Pappie Mokoena and his wife Granny.

The entities did work for the Mangaung Local Municipality.

Mokoena and 18 co-accused face a total of 259 charges including racketeering, fraud, theft, corruption and money-laundering involving an estimated R130-million.

The case follows an investigation by the now-disbanded Scorpions into the Mangaung Local Municipality in 2005.

State witness Cornelius Fourie, of KPMG's forensic department, continued to testify in detail on transactions and amounts involved in the dealings of various entities with the municipality.

Wednesday's testimony mainly involved catering transactions for the municipality by Koena Foods, of which Granny Mokoena was allegedly an owner.

The court proceedings are slow as the forensic report was supported by evidence files of some 900 000 pages, contained in 25 lever arch files, regularly referred to.

The evidence files contain copies of statements of the municipal bank account, various companies and the accused, and copies of invoices, municipal memoranda, other documents and emails.

Most of the evidence was seized during raids by the Scorpions on the municipality and the accused's known addresses.

Fourie submitted that there were indications that Mokoena had not declared his wife's interests in Koena Foods.

The report referred to municipal documents where Pappie explained to the municipal management that he did not sit in a meeting where Koena Foods was discussed.

It was apparently stated that the decision to use Koena Foods was an "administrative" decision, which almost never involved the mayor.

Nonetheless, the report indicated that Mokoena allegedly told officials to ignore a roster system used to ask businesses for quotes for catering services.

He apparently told an official to rather inform his wife of the functions where catering was needed.

Another entity testified about was Setlamo Caterers, which apparently even did painting for the municipality on its first floor. The painting job was allegedly ordered by Mokoena.

This transaction, of R4 500, was queried by internal financial officials.

Judge Albert Kruger heard that the municipality's auditors had at one time questioned worrying and excessive catering amounts asked by caterers for its functions.

The other accused in the matter include former municipal manager Mojalefa Matlole, former municipal speaker Zongezile Zumane, former business manager Mzwandile Silwana, and Jakes Thithi, a political adviser to the former major.

They also include Silwana's wife Brigitte, Evodia Kok (Zumane's personal assistant), Laetitia Hoffman (Mokoena's personal assistant), Buyelwa Khethelo, a businesswoman from Rocklands, and two Heidedal businessmen, Keabecoe and Kegomodicoe Lekone.

Not all the accused face all the charges.
