ICD head announced

Former ANC MP Francois Beukman will be kept busy when he takes over as the new head of the police watchdog body, the Independent Complaints Directorate (ICD).

Beukman's appointment was announced by Police Minister Nathi Mthethwa on Wednesday and is expected to be approved by Parliament on Thursday.

He is set to take the helm of an organisation that has been without an executive director for four years, since the departure of advocate Karen McKenzie in 2005.

Mthethwa yesterday told MPs that Beukman, 43, had been selected from a shortlist of three candidates by a panel that included himself, State Security Minister Siyabonga Cwele and Social Development director-general Vusi Madonsela.

Beukman's legal and financial background had seen them decide unanimously that he was the best candidate, Mthethwa said.

A practising lawyer, Beukman had previously served in Parliament in various capacities.

He was an MP for 10 years, starting off as a member of the now-defunct New National Party (NNP) in 1999 and joining the ANC in 2005 when the NNP shut up shop.

As an NNP MP he chaired the powerful spending watchdog, the standing committee on public accounts (Scopa).

COPE MP Dennis Bloem commended Mthethwa for selecting Beukman.

Parliament's committees charged with police oversight are expected to endorse Beukman's appointment when they meet again on Thursday.
