The Registrar of Pension Funds has appointed Malcolm Campbell as curator of the Freestate Municipal Pension Fund.
The appointment was made with the consent of the fund’s board during an on-site visit by the pensions surveillance and enforcement department at the Financial Services Board (FSB) after it was alerted by a whistle-blower. The FSB identified irregularities in the governance and controls of the self-administered fund.
The Pension Funds Act provides for a board member, officer or employee of a fund or administrator to submit a disclosure to the Registrar of Pension Funds, which must be treated with appropriate confidentiality, and the whistle-blower may not suffer any occupational or other detriment. Whistle-blowers are also covered under the Protected Disclosures Act.
Campbell, a partner at PricewaterhouseCoopers, specialises in forensic services. He has already assumed office.
